Farm Bill 2014

This Part ‘Farm Bill 2014’ is a new addition to my website. I am not including a separate PDF file of the text as a print option because I may add to the text in the future.

President Obama signed Farm Bill 2014 on February 7, 2014. Farm Bill 2014 is known as the ‘Agricultural Act of 2014’ and is the 6th version of Bill Number H.R. 2642. I have set up some PDF files with documentation concerning Farm Bill 2014. I am including text of Farm Bill 2014 from Title I-Commodities, Subtitle A-Repeals and Reforms. The complete Conference Report is not included with the text or the Bill Text file. You can find it in the Statement of Managers file in the same section as the Bill Text file.

The documentation will establish the fact that Farm Bill 2014 failed to implement a version of my proposal to deny eligibility for farm subsidies for a nonprofit organization. At the time I filed my Complaint with the House Committee on Agriculture in 2009 the terms tax-exempt and nonprofit were synonymous in my mind. To make it clear, I believe a tax-exempt nonprofit organization, or a nonprofit organization, should not be eligible for farm subsidies.

So, the Secretary of Agriculture under the Bush and Obama Administration, namely Ed Schafer and Tom Vilsack, USDA/FSA, namely John Johnson and Candace Thompson, Deputy Administrator for Farm Programs in 2008 and 2009 respectively, and the House Committee on Agriculture under Chairman Collin Peterson and Frank Lucas, all failed to correct the problem of farm subsidies for a tax-exempt nonprofit organization, as established by the documentation I submitted to them.

Farm Bill 2014 repeals Direct Payments and Counter-Cyclical Payments, but continues the farm subsidy program with Price Loss Coverage and Agriculture Risk Coverage. So, under Farm Bill 2014 a tax-exempt nonprofit organization can continue to receive farm subsidies.

Farm Bill 2014 is not change I can believe in. Farm Bill 2014 is farm subsidy fraud perpetrated on the American public.
